Due Dates
Payments received after the due date will result in a late fee penalty of ten percent (10%) of the current amount billed. Accounts with a past due amount as of June 30 of each year will be considered delinquent. Unpaid balances will be certified to Hennepin County and assessed to the property taxes the following year per Minnesota Statute 444.075, Subdivision 3e.
Payment Options
The City of Plymouth accepts cash, checks, credit cards and automatic pay plan for utility payments. Payments are accepted by mail and at Plymouth City Hall, 3400 Plymouth Blvd. – an all-hours drop box is available in front of City Hall. Payments are also accepted online or over the phone with the city’s authorized payment processor, Payment Service Network. Visit plymouthmn.gov/payonline for more information and to register.
Online
Payments can be made online with the city’s authorized payment processor,
Payment Services Network (PSN). Online payment options are as follows:
- Property owners or tenants can make one-time payments using a credit card, bank account or PayPal.
- Property owners can make automatic, recurring payments using a credit card or bank account. Creating an online account is required for automatic payments. Online accounts must be updated when your credit card expires or bank accounts change, to avoid any returned and/or late payments and fees.

Auto-Pay Bank Drafting
Payments are deducted directly from a property owner’s checking or savings account each billing due date. To sign up, submit a completed Automatic Pay Plan Authorization Form (PDF) and include it with your current utility bill payment. Confirmation of your enrollment is complete when you see, 'AUTOMATIC PAYMENT PLAN – DO NOT PAY' on your bill statement. Until then, continue to make your payments as usual.
- To avoid any returned and late payment fees, submit an updated authorization form if you change or close your bank account.
