Due Dates

Payments received after the due date will result in a late fee penalty of ten percent (10%) of the current amount billed. Accounts with a past due amount as of June 30 of each year will be considered delinquent. Unpaid balances will be certified to Hennepin County and assessed to the property taxes the following year per Minnesota Statute 444.075, Subdivision 3e. 

Payment Options

The City of Plymouth accepts cash, checks, credit cards and automatic pay plan for utility payments. Payments are accepted by mail and at Plymouth City Hall, 3400 Plymouth Blvd. – an all-hours drop box is available in front of City Hall. Payments are also accepted online or over the phone with the city’s authorized payment processor, Payment Service Network. Visit plymouthmn.gov/payonline for more information and to register.

Online

• Property owners or tenants can make one-time payments using a credit card, bank account or PayPal.
  
  
• Property owners can make automatic, recurring payments using a credit card or bank account. Creating an online account is required for automatic payments.  Online accounts must be updated when your credit card expires or bank accounts change, to avoid any returned and/or late payments and fees.

Auto-Pay Bank Drafting

Payments are deducted directly from a property owner’s checking or savings account each billing due date. To sign up, submit a completed Automatic Pay Plan Authorization Form (PDF) and include it with your current utility bill payment. Confirmation of your enrollment is complete when you see, 'AUTOMATIC PAYMENT PLAN – DO NOT PAY' on your bill statement. Until then, continue to make your payments as usual.

• To avoid any returned and late payment fees, submit an updated authorization form if you change or close your bank account.

Residential Service

Utility accounts always stay in the name of the property owner. At the request of the property owner, a tenant and/or property manager can be added to the account to receive a duplicate copy of the bill. Duplicate bills will be addressed to “occupant”. A new utility billing account is only setup if/when a property is sold.

Property owners are responsible for splitting bills when a tenant moves out. A final bill will not be calculated unless ownership changes.

Commercial Service

To start or stop commercial service, call the Plymouth Utility Billing division at 763-509-5333.

Utility customers are notified by mail if an address flags as higher than normal water usage or a leak signal is identified (continuous water running through the meter at least once every hour for seven consecutive days).

• Write down the reading from your inside meter, which is usually located in the utility room or basement.
• Do not run any water, flush the toilets, etc., for a couple hours (overnight is usually the best time to do this, but make sure a water softener will not be running).
• Read your meter again.
• If the numbers on the dial have changed, water is running through your meter, and you may have a leak.

Common Sources of Water Leak

Running Toilet

To check if you have a running toilet, put a few drops of food coloring in the toilet tank. Without flushing, wait about 30 minutes to see if any colored water runs into the toilet bowl. If you see food coloring in the bowl, there is likely a leak.

Improperly Adjusted or Broken Fill Valve

To check for an improperly adjusted or broken fill valve, remove the toilet tank lid then flush the toilet. Look for water draining into the overflow tubes when the tank is full.

Malfunctioning Household Appliances

Some appliances have a hose leading to a drain in the utility room floor. If water is coming out, this may be the source of a leak or just indicate continuous use, like a humidifier.

If your water softener regeneration cycle is lasting longer than normal (average is 75 minutes), it may need to be repaired or replaced.

Irrigation Systems

Hard to See Areas

Water leaks can occur under your house or in the service line between the water meter and your home. Check outdoor spigots and crawl spaces, and look for wet spots in your yard.

Per the city code of ordinances, installation of a radio-read capacity water meter is required on all structures served by the municipal water system. If a property owner does not authorize entry onto the property to allow installation of the meter within 60 days after the city requests entry, a monthly surcharge will be applied to the utility bill.

If a property owner fails to allow proper service of or tampers with either the meter or radio transmitter thereby interfering with proper meter reading and utility billing, a monthly surcharge fee will be applied to the utility bill, and the water usage will be estimated based on past usage. In addition to the surcharge, the property will be responsible for payment of any usage in excess of the estimated usage.
