Public Comment Period on General Amendments to 2024 CDBG Annual Action Plan
The following are three proposed General Amendments to Plymouth's Community Development Block Grant Annual Action Plan for program year 2024.
The first proposed amendment is to increase the Housing Rehabilitation allocation for 2024 CDBG funds from $77,284 to $177,184, an increase of $99,900.
The second proposed amendment is to increase the First Time Homebuyer allocation for 2024 CDBG funds from $105,000 to $140,000, an increase of $35,000.
The third proposed amendment is to increase the administrative allocation for 2024 CDBG funds from $30,000 to $60,000, an increase of $30,000.
The Citizen Participation Plan for Consolidated Plan 2020-2024 requires a 15-day public comment period for general amendments. The first day of the 15-day public comment period is Wednesday, June 11, 2025, and the public comment period will close on Thursday, June 26, 2025.

All public comments will be taken into consideration prior to the approval of the General Amendments.
About the Housing Division
The Housing Division serves as the liaison to the Plymouth Housing and Redevelopment Authority (HRA). The HRA is an independent governmental entity created by the City Council.
Money from the Community Development Block Grant program funds the following city programs:
- First Time Homebuyer Program
- Owner-occupied Home Rehabilitation Program
- Emergency Home Repair Program for Seniors
CDBG also provides funding for a number of social services partners, as described in the current Hennepin County Consortium CDBG Action Plan. Additionally, the Housing Division administers the federal Section 8 rent assistance program and owns and operates two senior housing facilities.

The Housing Division works with residents, building owners and developers to assist in providing a broad range of housing options in the city. The division promotes and contributes to the economic health of the community through the creation and maintenance of affordable, life-cycle housing and active participation in the city’s development and redevelopment processes.
