The City of Plymouth Planning Division is responsible for the processing and review of development applications for land subdivisions, new development and redevelopment.

The division coordinates preparation of the comprehensive plan that lays out the city’s long range plans for land use and public infrastructure (e.g. streets, parks, sewer and water). The division helps implement the plan through tools that include the zoning ordinance and subdivision regulations and more targeted tools such as the City Center Design Guide (PDF), which details the design guidelines applied to all properties in Plymouth’s "downtown".

The division provides information and assistance to residents, local businesses and developers. In addition to direct contact, the division makes available handouts and maps on frequently requested matters.
