Public Right of WayPublic right-of-way has long been used to locate roadways, utilities, sidewalks and trails. To protect public safety and public interest, the City of Plymouth Public Works Department is responsible for the management and monitoring of all city right-of-way.

The City of Plymouth has a Right-of-Way Management Ordinance to ensure effective and careful management of these public areas. This Right-of-Way Ordinance can be found in Section 800 of the City Code. The ordinance addresses topics such as:

  • Permit requirements and fees
  • Mapping and reporting obligations
  • Standards for location and installation of equipment and lines
  • Relocation of equipment
  • Removal of abandoned equipment
  • Right-of-way restoration

Note:  Per City Code Chapter VIII - Right-of-Way Management, Section 800, the city may deny a right of way permit if the street surface was constructed, reconstructed, or rehabilitated at the proposed location within the preceding five years, unless the City Engineer determines that no other locations are feasible or when necessitated by emergency.

Grading Permits

The City of Plymouth requires a grading permit for any excavating, mining, grading, stockpiling or filling of land in city limits. The Erosion Control Requirements can be found in Section 526 of the City Code.

Additional regulations are covered in the Land Filling and Land Excavation Grading Operations Section (21185) of the Zoning Ordinance.
