The contractor for the Plymouth Boulevard construction project will return in early summer to complete minor remaining items. A separate landscaping and streetscaping project is scheduled to take place during the summer and fall of 2025. More information regarding the landscaping project will be posted once it is available.

The Vision for Plymouth City Center

The spine of Plymouth City Center, Plymouth Boulevard improvements are part of the City of Plymouth's overall, long-term plan to revitalize Plymouth City Center and cultivate a vibrant, walkable downtown area. 

The project will add roundabouts to slow vehicle traffic, improve crossings for pedestrian safety and upgrade trail connectivity. These improvements will also create spaces for public art and food trucks, install a newly designed entrance and signage for the Hilde Performance Center, seating and gathering areas along Plymouth Boulevard, a plaza, and more.

What's a Roundabout?

A roundabout is a circular intersection designed to let vehicles go through more safely and in less time. Roundabouts also help simplify crossings for pedestrians and bicyclists.

According to the Minnesota Department of Transportation, roundabouts show an 86% decrease in fatal crashes, an 83% decrease in life-altering injury crashes and a 42% overall decrease in the injury crash rate at intersections. In addition to reducing the severity of crashes at intersections, roundabouts handle high levels of traffic with less delay than most stop signs or signals.

Community Feedback

As the community grew and changed following the development of Plymouth City Center in the mid-1990s, the City Council engaged with a consultant to collect community feedback and update the vision for Plymouth City Center. The city also requested input to determine future improvements to Plymouth Boulevard.

Plymouth Boulevard feedback was collected from residents, business owners, commuters and visitors in the area over a two-month process that wrapped up in February 2023. Themes from the community engagement revolved around improving walkability/bikeability and improving intersection safety. Read the memo to view results (PDF)
