The State of Minnesota lists surface water resources that do not meet state standards for water quality as impaired. In those cases, a total maximum daily load (TMDL) plan must be developed to bring the surface water resource into compliance with state standards.

Two TMDL plans have been completed, with more to follow in the future. The TMDL plans will include potential projects, practices, and programs that should improve the water quality in the affected resource.

Shingle Creek Chloride TMDL Project

Water resources in the Shingle Creek Watershed, located in the northeast corner of Plymouth, have been identified as impaired due to excessive chloride.

The Shingle Creek Watershed Organization has prepared the Shingle Creek Chloride TMDL to address the impairment.

Schmidt, Pomerleau & Bass Lakes Excess Nutrients TMDL Project

The Schmidt, Pomerleau and Bass Lakes Nutrient TMDL (Total Maximum Daily Load) is a plan developed by the Shingle Creek Watershed Management Organization to reduce phosphorus entering the lakes. The Minnesota Pollution Control Agency has identified all three lakes as impaired. The lakes do not meet state standards for their intended recreational and aesthetic uses due to excessive amounts of phosphorus.

An earlier study established the amount of phosphorus each lake could take in each day and still meet state water quality standards. The proposed plan outlines steps to reduce the daily phosphorus loading to that level.

The Shingle Creek Watershed Organization has prepared the Schmidt, Pomerleau and Bass Lakes Excess Nutrients TMDL plan to address the impairment.

Plymouth's Environmental Quality Committee will study the plan, along with options for implementation, and make recommendations to the City Council. The committee will seek comments and insights from residents living around the three lakes and the associated watersheds. These residents will receive a mailing with more details on the plan and opportunities for public comment.
