The Home Energy Rebate Program is designed to encourage Plymouth residents to make energy-efficient home upgrades.

As part of the two-year pilot program, the city will offer rebates to residents who complete energy-efficient projects, including adding insulation to their home, installing an electric vehicle charging station, replacing select appliances or making certain equipment purchases, and installing renewable energy systems (solar/wind).

Eligible projects are based on a variety of factors, including each prospective applicant’s utility companies.

The program is for Plymouth residents only, builders and developers are not eligible. Discover how to participate below.

Rebate Limits

Rebate amounts are based on project type, as well as income levels and proximity to a climate vulnerable area, as designated by the City of Plymouth. Annual rebates are capped at:

  • $750 for those who are income-qualified or living in a climate vulnerability area (see "Income Limits & Climate Vulnerability Rates" below)
  • $500 for the standard rate

Funds are limited, and if demand exceeds availability, priority will be given to climate vulnerability projects. The program will run until available funding is exhausted each year.

Steps to Participate

Energy Efficiency Rebates
  1. Schedule a Home Energy Squad Planner visit
    • Must be complete up to 36 months before completing an energy project and applying for a rebate.
    • Sign up: mncee.org/home-energy-squad-planner-visit-form
    • The City of Plymouth subsidizes visits; all residents get a discount, and income-qualified residents receive free visits.
    • A "planner" visit is required – “saver” visits do not qualify.

  2. Complete an energy efficiency project or install an energy-efficient appliance
    • Eligible projects depend on your utility provider.
    • Must be completed in 2025 (see project list in accordions below).

  3. Apply for and receive a Utility Rebate
    • Available from Xcel Energy, Wright-Hennepin Electric Co-op, or CenterPoint Energy.
    • This step must be completed before applying for the city rebate.

  4. Apply for the City of Plymouth Energy Efficiency Rebate
Renewable Energy Systems and Electric Vehicle Charging Rebates
  1. Install a city-compliant renewable energy system (solar panels, a small wind turbine, or a Level 2 EV charger) at your residence.
    • Project must be completed in 2025.

  2. Apply for the City of Plymouth renewable rebate using this form.
